The Legislative Assembly of Rio Grande do Sul approved this Tuesday PEC 302/2025, a proposal that creates the Legal Framework for Tourism in Rio Grande do Sul and establishes the sector as a strategic state policy. The measure represents a historic step forward for the state’s economic development and was widely celebrated by tourism leaders, including Festuris – Gramado International Tourism Fair CEOs Eduardo Zorzanello and Marta Rossi.

The Constitutional Amendment Proposal officially recognizes tourism as an essential activity for the state’s social, economic, and cultural development, creating legal foundations to expand investments, strengthen permanent public policies, and encourage sustainable sector growth throughout all regions of Rio Grande do Sul.

For Eduardo Zorzanello, the approval of the PEC represents a historic transformation in the way tourism will be treated in Rio Grande do Sul.

“This approval represents a historic milestone and a true turning point for the economy of Rio Grande do Sul. Tourism is becoming a protagonist. We are leaving behind a fragmented management model to adopt a vision for the future, where tourism is constitutionally recognized as a strategic vector for development,” he stated.

According to the Festuris CEO, the new legal framework also provides greater security and predictability for investors and entrepreneurs in the sector.

“This project offers the legal certainty and predictability that the private sector needed to invest with confidence. By elevating tourism to a state policy, we ensure that important long-term results, such as job and income generation in all regions, are not interrupted by political cycles. Rio Grande do Sul is preparing for a new economic reality, treating tourism with the professionalism and seriousness it deserves,” Eduardo emphasized.

Marta Rossi also celebrated the approval of the proposal and highlighted the importance of cooperation between the public sector and private initiative for strengthening tourism in Rio Grande do Sul. In her view, the constitutional recognition of the sector represents an achievement built over decades by organizations, entrepreneurs, and professionals dedicated to promoting Rio Grande do Sul as a tourism destination.

The approval of PEC 302/2025 is considered a historic achievement for the tourism industry, especially in a state where tourism has a strong economic, cultural, and social impact. In addition to internationally recognized destinations such as Gramado and Canela, Rio Grande do Sul has a diverse tourism potential involving rural tourism, wine and gastronomy, culture, events, nature, and business tourism.

With the new legislation, the sector will now have stronger guidelines for planning, promotion, investment, and regional development, strengthening tourism as one of the state’s main economic drivers.
